The pain is felt across the value chain. Airlines face SAF mandates (EU requires 2% in 2025, rising to 70% by 2050) but cannot source enough product. The primary SAF pathway today, HEFA (hydroprocessed esters and fatty acids), is constrained by feedstock availability — the global supply of used cooking oil and animal fats is finite and already contested by the biodiesel and renewable diesel industries. Airlines are competing with trucking companies and marine shippers for the same limited pool of waste fats and oils. The structural barrier is that building a SAF refinery takes 3-5 years and costs $500 million to $1 billion, with uncertain feedstock contracts and volatile policy environments. Investors need long-term offtake agreements from airlines, but airlines resist locking in prices 2-3 times higher than conventional jet fuel. Meanwhile, the alternative SAF pathways — alcohol-to-jet, gasification of municipal waste, power-to-liquid e-fuels — are all at earlier stages of commercialization with even higher costs. In the first place, the aviation industry delayed action on SAF for decades because jet fuel was cheap and carbon pricing for international aviation was politically impossible. CORSIA (the Carbon Offsetting and Reduction Scheme for International Aviation) was only agreed in 2016 and remains voluntary for many countries. By the time mandates began appearing in 2023-2025, the industry had a 30-year head start it needed but never invested in.
Global plastics production exceeds 400 million metric tons per year, and approximately 95% of it starts as fossil feedstock — primarily naphtha and ethane cracked from oil and natural gas. Bio-based plastics (PLA from corn starch, PHA from bacterial fermentation, bio-PE from sugarcane ethanol) account for less than 1% of total production, roughly 2.2 million tons in 2023. Even with aggressive growth projections, bio-plastics are expected to reach only 7.5 million tons by 2028 — still under 2% of the fossil total. This matters because the conversation about oil transition typically focuses on energy, but roughly 12-14% of all oil consumed globally goes to petrochemical feedstocks, not combustion. Even in a theoretical world where every vehicle, ship, and power plant runs on renewables, the petrochemical industry would still need hundreds of millions of barrels of oil annually to make plastics, synthetic fibers, solvents, fertilizers, and pharmaceuticals. Decarbonizing energy without decarbonizing materials only gets you partway to net zero. The pain is that bio-based alternatives generally cannot match the mechanical properties, thermal stability, barrier performance, or cost of fossil-derived plastics. PLA melts at around 60 degrees Celsius, making it unsuitable for hot-fill food packaging or automotive parts. PHA is brittle and costs 3-5 times more than polyethylene. Bio-PE is chemically identical to fossil PE (so it is a genuine drop-in) but requires sugarcane, bringing back the food-vs-fuel land use problem. No single bio-based polymer can substitute across the full range of applications that fossil polymers serve. The structural reason this persists is that the petrochemical industry benefits from co-production economics. Refineries produce gasoline, diesel, jet fuel, and naphtha simultaneously from the same barrel of crude oil. Naphtha for plastics is essentially a byproduct of fuel production, which means its effective cost is very low. Bio-based plastics must bear the full cost of their dedicated feedstock and processing, competing against a material whose production cost is subsidized by fuel revenue. In the first place, the plastics industry has had no serious economic incentive to switch. Fossil feedstock is cheap, abundant, and yields materials with 70+ years of optimized formulations and processing knowledge. Regulation is only now beginning to address virgin plastic production (the EU Packaging and Packaging Waste Regulation, the UN Global Plastics Treaty negotiations), but even these mostly target end-of-life management rather than upstream feedstock substitution.
Synthetic electrofuels (e-fuels) — liquid hydrocarbons produced by combining green hydrogen with captured CO2 — currently cost between $7 and $15 per gallon to produce, compared to roughly $2 per gallon for conventional jet fuel. Even the most optimistic industry projections from companies like HIF Global and Porsche's Haru Oni plant in Chile show costs declining to perhaps $4-5 per gallon by 2035, still 2-3 times the fossil baseline. The Haru Oni facility, the world's most publicized e-fuel plant, produces only 130,000 liters per year — enough to fuel about 70 transatlantic flights. This matters because aviation and long-haul shipping have almost no viable electrification pathway. Batteries are too heavy for commercial aircraft, and hydrogen's low volumetric energy density makes it impractical for existing airframes. E-fuels are chemically identical to fossil fuels and work in current engines and infrastructure with zero modifications — a genuine drop-in replacement. If e-fuels cannot scale, these sectors representing roughly 5% of global CO2 emissions have no credible decarbonization pathway before 2050. The pain compounds because of the staggering energy inefficiency involved. Producing e-fuels requires electrolysis (to make hydrogen), direct air capture or point-source capture (to get CO2), and Fischer-Tropsch or methanol synthesis (to combine them into liquid fuel). The well-to-wheel efficiency is roughly 13-15%, meaning you need about 6-7 times more renewable electricity to move a plane on e-fuel than you would to move an equivalent electric vehicle on battery power. This means e-fuels are only viable in a world with massive surplus renewable electricity — a world that does not yet exist. The structural reason costs remain high is that every input is expensive simultaneously. Green hydrogen requires cheap renewable power and electrolyzers (both still scaling). Direct air capture costs $400-600 per ton of CO2. Fischer-Tropsch synthesis requires high temperatures and pressures with expensive catalysts. No single breakthrough can fix the cost problem because it is a chain of three or four individually expensive processes multiplied together. In the first place, e-fuels exist in an economic no-man's-land: too expensive for airlines to adopt voluntarily, yet too important to ignore for net-zero commitments. The EU's ReFuelEU mandate requires 1.2% synthetic fuel in aviation by 2030 and 35% by 2050, but no one has demonstrated how to produce these volumes at any price, let alone an affordable one.
First-generation biofuels — ethanol from corn and biodiesel from soy, palm, and rapeseed — already consume roughly 10% of global cropland. The U.S. alone diverts approximately 40% of its corn harvest into ethanol production, roughly 5 billion bushels per year. Scaling biofuels to replace a meaningful fraction of the 100 million barrels of oil consumed daily would require converting agricultural land at a pace that directly threatens food security, particularly in developing nations where caloric margins are already thin. This matters because biofuels are one of the only near-term liquid fuel alternatives compatible with existing engines, pipelines, and distribution infrastructure. Policymakers treat them as a bridge fuel, and mandates like the U.S. Renewable Fuel Standard and the EU Renewable Energy Directive require blending biofuels into transport fuel. But every acre planted for fuel is an acre not planted for food, and global population is projected to reach 9.7 billion by 2050, requiring roughly 50% more food production than today. The real pain lands on the world's poorest consumers. When corn prices spiked during the 2007-2008 food crisis, partly driven by ethanol mandates, the World Bank estimated that biofuel production contributed to a 75% increase in global food commodity prices. Tortilla prices doubled in Mexico. Rice hoarding triggered export bans across Southeast Asia. The people who suffer most from biofuel-driven food price inflation are those spending 50-70% of their income on food. Second-generation biofuels from cellulosic feedstocks (switchgrass, agricultural waste, wood chips) were supposed to solve this by using non-food biomass. But after two decades of investment, cellulosic ethanol production remains negligible — the U.S. produced less than 15 million gallons in 2023 against an original 2022 mandate target of 16 billion gallons. The enzymes needed to break down cellulose are expensive, yields are low, and supply chains for collecting dispersed agricultural waste are logistically brutal. The structural reason this problem persists is that liquid biofuels must compete on cost per gallon against petroleum, which benefits from 150 years of optimized extraction, refining, and distribution infrastructure. Corn ethanol survives only because of $6-7 billion per year in U.S. subsidies and blend mandates. Remove those policy supports and ethanol production would collapse, which tells you everything about its fundamental economics.
Building a single hydrogen fueling station costs between $2 million and $3 million, roughly 10-15 times the cost of a Level 3 DC fast charger for battery electric vehicles. As of early 2025, California — the global leader in hydrogen vehicle infrastructure — had fewer than 70 operational retail hydrogen stations, many of which experienced chronic downtime due to supply disruptions, compressor failures, or maintenance backlogs. Drivers of fuel cell vehicles like the Toyota Mirai and Hyundai Nexo routinely report being stranded when their nearest station goes offline. This matters because hydrogen is widely touted as the decarbonization solution for heavy transport, industrial heat, and long-duration energy storage — sectors where batteries alone fall short. But if the basic refueling infrastructure cannot reliably serve the tiny number of existing passenger vehicles, the path to scaling hydrogen for trucks, buses, and industrial use looks almost impossibly steep. Station operators lose money because utilization rates are too low to cover operating costs, yet utilization stays low because drivers cannot trust the network. The deeper pain is a classic chicken-and-egg deadlock. Automakers will not mass-produce fuel cell vehicles without a reliable fueling network. Energy companies will not build stations without guaranteed demand. Governments have poured billions into hydrogen strategies — the U.S. allocated $7 billion for regional hydrogen hubs under the Infrastructure Investment and Jobs Act — but most of that money targets production, not the last-mile retail distribution that consumers actually interact with. This problem persists because hydrogen infrastructure requires coordinating at least four distinct industries simultaneously: electrolyzer or reformer manufacturers, gas distributors and trucking logistics, station builders and operators, and vehicle OEMs. No single entity owns the full value chain the way a vertically integrated oil company does from wellhead to gas pump. Without that integration, each player waits for someone else to move first. In the first place, the fundamental structural issue is that hydrogen as a transport fuel competes against electricity, which already has a ubiquitous distribution network (the grid). Every dollar spent on hydrogen stations must justify itself against the alternative of simply adding more EV chargers to existing electrical infrastructure, and that comparison gets harder as battery technology improves.
